sir,
With reference to your letter of the 10th July,
1933, No.13810/33 concerning the final instalment of
7500,000 from the Hong Kong Government towards the cost
of the new Naval Arnament. Depot at Stonecutters Island,
I am commanded by My Lords Commissioners of the
Admiralty to acquaint you for the information of the
Secretary of State for the Colonies, that since the
report in 1931 of the Committee on National Expenditure,
the arrangement of Works expenditure under Navy Votes
has to be adjusted over a term of years and requires
unusually difficult financial management.
While My Lords, of course, accept the explanation
that the letter of the 4th September,1930, from His
Excellency The Governor to the Secretary of State included
proposals which would not have been made if the actual
position had been more completely realised, Their
Lordships have, in reliance on that letter, expected the
completion of the payment of the Government of Hong Kong's
contribution without waiting for the final evacuation of
